Fishing expeditions.  Read a history of the COINTELPRO activities.
There was a systematic effort to drag in bad guys and ask them lots of 
questions, both to distract and occupy them, and to search for threads 
to hang a case on.

The only appropriate phrase to use on a grand jury fishing trip is
"I can't recall at this time."
