essentially, this is indeed true.  as reported in sj merc news and on cbs
radio news who said a navy spokesman said (paraphrasing) 'monterey city
also took this opportunity to exercise their capability for interacting
with military foces such as might be necessary in the case of a disaster ...' 
the jets were overhead inland as far as santa clara
