It's probably a real estate 'appraiser' researching comparable
houses ("comps"). This is done both for the buyer and seller, as
both are interested in knowing the relative value of the house in
question. While this is most commonly done with houses that
have recently been on the market, houses in the Santa Cruz mountains
are pretty unique and appraisers sometimes have to settle
for whatever they can get that's close.
The people I've seen doing this aren't real estate agents driving fancy
cars, but 'ordinary' looking people that the agents hire or contract out to.
