I'm not aware of any such laws. I have telescopes and binoculars, and I
occasionally use them to sightsee on the ridges and hills around me. If
such a law exists, I guess they can add this to my long list of felonies.

From almost a mile away, yes. I live on top of a knoll, with the only
"close approach" being a ridgeline that my driveway comes in on. This is
where the observer was.
