What are the current rules in your state for various persons calling in a
license, and deriving the owners name (and possibly, other data)?

If it is a PI, he sounds clumbsy, another PI should be able to make quick
work or identifying him. I'd case the parking lot for that vehicle, first.

Or perhaps, an attorney would be a better route. Any cpunk who ignores the
need to be on some sort of terms with a good attorney deserves to get
caught out,,,

If it is a PI, you may be out of luck on finding out who hired him, unless
you hire a very, very good PI yourself, or your attorney doesn't mind
spending all your money and then some,,,
