      <FONT SIZE=3 FACE="Times Roman" COLOR="#000000"> WASHINGTON </FONT> Despite
      progress in combating terrorism, the United States remains vulnerable to
      bombing attacks, both at home and at its far-flung outposts, Secretary of
      State Madeleine Aibright and Attorney General Janet Reno told Congress on
      Thursday.
      <P>
      &nbsp; Only about 10 percent of the planned work has been performed upgrading
      U.S. embassies since <BASEFONT SIZE=3>
      <FONT SIZE=3 FACE="Times Roman" COLOR="#000000"> last August's twin bombings
      </FONT> <FONT SIZE=2 FACE="Arial" COLOR="#000000"> in </FONT>
      <FONT SIZE=3 FACE="Times Roman" COLOR="#000000"> Africa, Albright told a
      Senate hear ing on anti-terrorism.</FONT></BASEFONT>
      <P>
      "I think from our perspective we don't need any more legislative authority,
      but we do need <FONT SIZE=1 FACE="Arial" COLOR="#000000"> ... </FONT>
      <FONT SIZE=3 FACE="Times Roman" COLOR="#000000"> money," she testified.</FONT>
      <P>
      &nbsp; &nbsp;Reno said there has been much progress
      <FONT SIZE=2 FACE="Arial" COLOR="#000000"> in </FONT>
      <FONT SIZE=3 FACE="Times Roman" COLOR="#000000"> foiling would-be terrorist
      plots and in improving coordination among agencies. Still, she said, "were
      not going to be able to pre vent them all. There is no way we can do that.
      And we have got to be</FONT>
      <BASEFONT SIZE=3><FONT SIZE=3 FACE="Times Roman" COLOR="#000000">repared."</FONT></BASEFONT>
      <P ALIGN=JUSTIFY>
      &nbsp; The attorney general said that of particular concern was "the threat
      of a cyberattack."
      <P ALIGN=JUSTIFY>
      &nbsp; "Just now in this past year we have been able to see instances in
      which 17- and 18-year-old hackers can intrude into sensitive computers across
      this country. If they can do that, our cybersystem, our cyberinfrastructure,
      is at risk," she said.
      <P>
      &nbsp; Reno said that government
      agen<BASEFONT SIZE=3><FONT SIZE=3 FACE="Times Roman" COLOR="#000000">cies
      are working together "with personnel and technology that can match the wits
      of the smartest criminals and the smartest terrorist." But she said states
      and that private sector need to do mere to fight this new new brand of
      terrorism.</FONT></BASEFONT>
      <P ALIGN=JUSTIFY>
      Albright said security at U.S. embassies around the world had been beefed
      up considerably since simultaneous bombings last Aug. 7 at the U.S. embassies
      in Kenya and Tanzania killed 224 people, including ing 12 Americans. She
      also said the <BASEFONT SIZE=3>
      <FONT SIZE=3 FACE="Times Roman" COLOR="#000000"> administration's five-year
      plan for combating terrorism is progressing.<BR>
      </FONT></BASEFONT><BR>
      But, she said there is much to be done. "Our strategy must be long- term,
      The five-year plan is only the beginning. Certainly no single arrest or shutdown
      of a terrorist operation will be sufficient."
      <P>
      &nbsp; Albright, Reno and FBI Director Louis Freeh testified before a Senate
      Appropriations, subcommittee that oversees the budgets of their agencies.
      <P>
      &nbsp; Sen. Judd Gregg, R-N.H., the R-N.H. committee chairman, said President
      dent Clinton's budget request for $300 million to upgrade embassy security
      next year falls about $700 million short of what he said an interagency study
      panel said was needed.<BR>

      &nbsp; Gregg said the president's entfre anti-terrorism program, which also
      includes a request for $2.8 billion new spending, appeared to be "put together
      on the back of an envelope."

      report did not say who fired The missiles that landed in the poor AL-Jumihuriya

      &nbsp; The Pentagon said that a US. missile fired at air defense targets
      near Basra missed and struck the Al-Jumhuriya residential area. But there

      &nbsp; In another development chief U.N. weapons inspector

      Butler</A> said Thursday he was unlikely to remain at his post beyond June30
      when his contract expires.<BR>

      &nbsp; American and British planes patrolling the no-fly zones in northern
      and southern Iraq have been carrying out almost daily missile strikes on
      the country's extensive air defenses since Iraq began targeting allied aircraft
