Now I'm *really* confused. You are suggesting that when Johnny Foreigner
wants to use strong encryption they send their plaintext over the Net to a
site offering free encryption services to the general public, and get the
encrypted version back? Now that's what I call security!

No. I'm saying that within the context of the current US export laws that
if you want to use anything over 56/64 bits and you don't want a export
license you'll need to use a server-side. I didn't say a damn thing about
it being secure, sensible, or anything else.
It simply is.
