Jim Foti's machine at NIST says that due to bad weather
NIST is closed today, so the new FIPS 46-3 on 3DES could
not be provided on the FIPS site as promised in today's
Federal Register notice. He says he'll try to get it up
tomorrow, or, at the latest, on Monday.
