Thanks to JG for noting that Duncan Campbell used "Echelon"
in his 1988 article in The New Statesman. I'll ask him where the
term came from.
Duncan says that some of the best material on the topic is in
the files of the Church Committee hearings, in the 1970s, on the
intelligence agencies. He said investigators should look into
these files (which are public) and that he got a lot of help from
former committee staff members for his first reports.
