It is a known fact that many terrorist organizations
are state-sponsored (run by governments) or state-
sponsored (receiving money, training, etc. from governments).
Given these facts, it is safe to assume that many
sophisticated terrorist organizations operate not
only like intelligence agencies, but are actually trained
to do so by intelligence agencies.
I cannot confirm that all terrorist organizations
speak in "code"; frankly I haven't studied all
terrorist organizations.
