Dear Industry Representative:
In light of your interest in promoting U.S. trade and investment in
China, we would like to share with you a list of business opportunities
in China. The attached list was given to the U.S. delegation by the
Chinese delegation during the 12th annual meeting of the U.S.-China
Joint Commission on Commerce and Trade (JCCT), which Secretary of
Commerce William M. Daley recently hosted in Washington, D.C., December
17-18. You will note that the list focuses on the power, environmental
protection, chemical fertilizer, and transport sectors. Many of these
projects are funded by multi-lateral development banks. In addition, we
were also given a list of *Potential Areas for Cooperation in 1998 -
2005.*
I hope your organization finds this list of business opportunities in
China useful. We do not yet have additional information on most of
these projects, particularly on responsible officials that interested
firms can contact. We are trying to develop a better picture and will
forward more details as they become available. If you wish to further

Projects Inviting US Companies to Bid
Power
1. Wangqu Power Plant, Shanxi Province, 2 H 600 MW supercritical thermal
power generators, intent to use Japanese government loan of US $458
million.
2. Fuyang Power Plant, Anhui Province, 2 H 600 MW supercritical thermal
power generators, intent to use Asian Development Bank (ADB) loan of US
$460 million.
3. Hahchang Power Plant, Shaanxi Province, 2 H 600 MW sub-critical
thermal power generators and desulphurization equipment, intent to use
Japanese government loan of US $480 million.
4. Leiyang Power Plant phase II, Hunan Province, 2 X 300 MW thermal
power generators, intent to use World Bank loan of US $250 million.
5. Baima Power Plant, Sichuan Province, 300 MW thermal power generator,
Circulating Fluidized Bed (CFB) boiler imported, intent to use foreign
credit of US $70 million.
6. Zhanghewan Pumped Storage Power Plant, Hebei Province, 4 X 250 MW
reversible turbine-pump generators, intent to use ADB loan of US $230
million.
7. Tai'an Pumped Storage Power Plant, Shahdong Province, 4 x 250 MW
reversible turbine-pump generators, intent to use Japanese government
loan of US $150 million.
8. Zipingpu Key Water Control Project, Sichuan Province, 760 MW
installed capacity, Total investment: RMB 7.8 billion including USS 200
million Japanese loan.
9. Baise Key Water Control Project, Guangxi Province, 540 MW installed
capacity, Total investment: RMB 6.5 billion including World Bank loan of
US $400 million.
Environmental Protection
1. Water Supply and Environmental Protection Projects in Tangsban,
Shijiazhuang, Handan, Qinhuangdao, Hebei Provinces, Total investment:
RMB 2.437 billion including World Bank loan of US $150 million.
2. Urban environment, water supply, drainage and garbage treatment
projects, Chongqing, Total investment: RMB 3.991 billion including World
Bank loan of US $240 million.
3. Urban infrastructure and Environmental Protection Projects in five
cities in Sichuan Province. Total investment: RMB 2.449 billion
including World Bank loan of US $150 million.
4. Zhangjiu River Water Diversion and Supply Project, daily water
supply of 600,000 tons, Total investment: RMB 3.543 billion including
Japanese government loan of US $150 million.
5. Fengshouba Water Plant Phase l, Chongqing, daily water supply of
300,000 tons, Total investment: RMB 1.2 billion including Japanese
government loan of US $50 million.
6. Sewage Treatment Works, Tianjin, daily treatment capacity of 730,000
tons, Total investment: RMB 1.328 billion yuan including Japanese
government loan of 60 million.
7. No. 10 Water Source Plant, Beijing, daily water supply of 500,000
tons, Total investment: RMB 2.7 billion. Joint Venture may be explored.
8. Town Gas Project, Taiyuan, Shanxi province, daily gas supply of
504,000 cubic meters, Total investment: RMB 940 million including ADB
loan of US $650 million.
9. Gas Utilization Project, Yangquan, Shanxi province, daily gas supply
of 270,000 cubic meters, Total investment: RMB 180 million including ADB
loan of US $10.7 million.
Chemical Fertilizer
1. Guizhou Phosphate Amonia project, annual production of 600,000
tons,Total investment: RMB 5.5 billion.
2. Yunnan Phosphate Amonia project, annual production of 400,000 tons,
Total investment: RMB 5 billion.
3. Hainan Chemical Fertilizer project, annual production of 600,000 ton
urea,Total investment: RMB 3.5 billion.
Transport
1. Relocation of Baiyun International Airport in Guangzhou, class 4E,
two runways of 3800 m. and 3600m. respectively, and a terminal building
of 300,000 square meters, Total investment: RMB 18.9 billion yuan.
Feasibility Study report is being reviewed.
2. Regional Air Traffic Control Centres in Beijing, Shanghai and
Guangzhou, Total investment: RMB 1.8 billion.
3. Chongqing-Zhanjiang National Expressway Expressway and high class
highway projects of 746 km. Total investment: RMB 22.1 billion including
World Bank, ADB and Japanese loans of US $950 million.
4. Shanghai-Chengdu National Expressway Expressway and high class
highway projects of 444 km. Total investment: RMB 12.4 billion including
World Bank, ADB and Japanese loans of US $610 million.
5. Erlianhaote-Hekou National Expressway Shanxi Qi County-Linfen
expressway project of 177km. Total investment: RMB 6 billion including
ADB loan of US $250 million.
6. Beijing-Zhuhai National Expressway Expressway project of 521 km.
Total investment: RMB 15 billion including World Bank and ADB loans of
US $600 million.
7. Hengyang-Kunming National Expressway Nanning-Youyiguan high class
highway project of 212 km. Total investment: RMB 4.2 billion including
ADB loan of US $250 million.
8. Shanghai-Ruili National Highway Hangzhou-Quzhou expressway project
of 236 km. Total investment: RMB 6,6 billion including Japanese
government loan of 250 million.
Note: The above mentioned highway projects are those newly started in
1998 or those to start construction in 1999. The US companies may
participate in the bid on monitoring and maintenance equipment.
