It's got some nice quotes from the 
Defence Research and Development Organisation (DRDO) 
about how US export restrictions permit only insecure software
to be exported - so they're proposing requiring homegrown stuff instead.
Not clear if they have a clue or if this means 128-bit Bass-O-Matic.

While we're on the subject of crypto, this news item might prove
interesting to those on the IP list. India is considering banning the use
of encryption software written in the US, on the grounds that export
restrictions prevent it from being truly secure. See
