There has been nothing posted to inet-access, nanog, isp-clec, cyberia-l,
cybertelecom, or any other relevant list that I've seen, so highly unlikely.
Just a clueless person that read some modem tax urban legend or old
fearmongering isp lobbyist post and didn't bother to STFW.
