We've got at least one local volunteer fire dept. here in Michigan.  It's
in one of the richest cities in the state, too.  The personnel are all
volunteer, but they spend a significant budget on equipment and training.
It's an interesting way of handling things, honestly.

The volunteer firemen do get a few perks, for the responsibility though.
They do get minor things like the ability to take their cards down to the
station to have a good place to work on them, and to wash them, etc.

It seems to work fairly well.  (This is Troy, MI.  Among other things, it
has Kmart's world headquarters located there.  Major Ameritech, CSC
offices, as well.  This isn't a minor little city.)
