As all aspects of the infrastructure become metered, every drop, electron,
every imagined unit is measured, counted and TOLL ASSESSED. Our society is
now measured, not by the strength of its individuals, but by the flow of
units past a counter. Any impediment to the flow of units, and the
measurement and extraction of TOLLs from said flow, will be viewed as a Non
Explosive Weapon.

This... Neopointilism, with overemphasis on components, bits, micromanaged
rendering, will resolve humanity into a stream of dots............ a dead
end.

The value of Non Explosive Weapons should be their power to paint the
Neopointilists as moot, through the usual evolution, a kind of Dadaism or
Abstract Expression.
