Not answerable.  (Reason: substitute car, HIFI, medical doctor, etc. 
for 'software PRNG').

There are tests that one can implement with reasonable effort.
A test relevant in cryptology is Maurer's test. See Menezes et al.,
Handbook of Applied Cryptography.
