Real cost or budget cost? So far we only have two customers that were
connected to our private network connect to one of the mid-level networks.
In both cases they maintained both sets of connections. Costs are harder
to parcel out since the connections are paid for by different groups within
the institution.
The problem with routing is the acceptibility of the traffic isn't defined
by something that the routing protocols can look at (Mail looks like mail,
but it may really be an invoice).
