That is the sort of traffic that ANSnet is set up to carry,
under the assumption that this sort of fee-for-service traffic will
not be carried on the NSFnet proper. I have also heard of the idea
that book publishers might deliver printable books (or multi-media
books) across ANSnet under a fee-for-service arrangement.
