For reasons given, see the New York Times, which has an article by
Keith Bradsher on Congresses failing to act on a number of communications
bills. One such bill mentioned was the High Performance Computer Act:
"...A bill to spend $1.75 billion on the construction of a data
network to link the nation's universities and supercomputer centers
won Senate approval Thursday but never made it out of a House
subcommittee. Some Democrats contended that the planned network
would have been elitist."
