We have, actually, made two changes to the standard mail program  
(Evolution) to make this less likely:

   1. We store attachments in /var/tmp instead of /tmp.  It takes a  
few days for a file to be cleaned out of /var/tmp, so you should be  
able to return to the same workstation and find the file, ideally.

   2. We set attachment files read-only, so that with most programs  
they are harder to edit.
