New version of SecureCRT, addition of HOW-TO doc

The newer version on SecureCRT for 32-bit Windows platforms has been 
moved to net-dist.  We have also added a brief HOW-TO document 
describing the initial program set-up.  (Thanks to Scott Ehrlich for 
this)

Remember- license key and info are in the readme file.   This is 
site-licensed software, provided as-is,  and is not an officially 
IS-supported product.   Comments or corrections concerning the HOW-TO 
are welcome.
