I happened on a useful new contact at Sun who was able, in short order
to provide me with the definition of "Recommended Patches":
"The patches that apply to the core operating system, represent issues
of high impact or that the majority of customers are likely to encounter
a need for. There may be patches that apply to specific packages. Since
they are package specific, they probably don't appear on 'the
recommended list.'"
So it turns out to be perfectly reasonable that there would be patches
coming in with application or development software that would require
patches not listed on the "Recommended List".
