Currently, the printer servers send a zephyr to the owner of the
active job if the printer runs out of paper or jams. It would
probably be a good idea if it sent a zephyr to everyone on the
queue (or maybe progressed slowly down the queue), since it often
seems to be the case that the one person notified doesn't do
anything (and in fact may not know how to clear a paper jam) or
isn't logged in.
