At the last release team meeting, Mike Barker made a comment, "I don't
know what Athena 8.1 is," which I found a little disturbing.  So
tonight I spent some time on the doc/news file, and also added a
doc/news-internal file describing significant changes which should not
have any user-visible consequences.  If I'm on the ball tomorrow
morning, I'll bring a copy of both doc/news and doc/news-internal and
take them to the release team meeting so people can take a look at
them (although Mike won't be there).

The upshot: if you check in a change which is significant but not
user-visible, you should update doc/news-internal.  I've modified
doc/procedures to mention this.  If all goes well, doc/news-internal
should simplify the job of writing the system release notes, just as
doc/news shoudl simplify the job of writing the main release notes.

We still don't have any mechanism for tracking what bugs were fixed
from release to release.  I'm wary of introducing any such mechanism
right now because I don't want to make the overhead of fixing a bug
higher than it already is, and because I don't want to duplicate the
functionality of any bug-tracking system we might introduce to replace
netprob.
