The normal system was to copy the vendor services file into
config/files/machine and then have the Imakefile there concatenate
the Athena services additions, and install that. Doing this right
involves keeping the source tree copies of the vendor services files
synced with their respective operating systems, which is one more
thing that can (and does) fall through the cracks.
Ideally we'd do this with other config files as well, but of course
their cases are not so simple.
