A new kernel was released yesterday, however the autodebathenifier failed to build openafs for it. The auto-updater will defer updates under this scenario, however -workstation and lower users were likely notified by the GUI updater that a partial upgrade was possible. Anyone who ran this ended up with a new kernel without AFS. This has since been fixed, and users should be all set now. Given the time of year, I'm hoping this had minimal impact.

The temporary fix was to update the approx configuation on zulu to point to security.ubuntu.com and ubuntu.media instead and update the cache.
