HAving things depend ont the outland locker doesn't seem too clever to
me.
The people at the release team wanted a new Mosaic to pop up every time.
That behavior is in there, and does not depend on the outland locker.
The thing that depends on the outland locker is an improved behavior.
As I said in my other message, it falls back on the other behavior if it
fails for any reason, including the program or locker being unavailable.
I'm familiar with the status of outland.
We can discuss it more at this week's meeting.
