I looked into this. It looks like they ran into the stacked-diversions
dpkg bug we hit last month and didn't have gdm-config and
cluster-login-config configured properly, which would explain the symptoms
of being unable to use the magic cluster login config. The fix for the
dpkg bug has been fixed in Karmic, so as I wrote previously, we merely
need to be careful not to push changes to both packages in a stacked
diversion until Karmic.
On my way out I started reinstalling these Intrepid machines with
Jaunty.

The problem is apparently in inability to run sudo. That ability is critical for ubuntu.
