testing the 127.0.1.1 "allow" condition for the Tecplot license server

I've added 127.0.1.1 to the list of I.P. addresses allowed to run the latest
version of Tecplot. 

Until this was done, denials were improperly issued to on-campus
machines having a non-fully qualified host name on the /etc/hosts line
containing this I.P. address.

I observe that now these denials to on-campus machines no longer happen,
which is good.

What I haven't been able to test yet is if machines with non-net18
addresses off-campus are or are not allowed to run Tecplot by doing
this. If they are not (i.e. if they are properly denied), then this is
a simple solution to the problem.

If they are, then we still have the problem of unathorized users being able
to access our Tecplot licenses.

To test this:

	add -f tecplot_v360-09
	tecplot

and see if an error dialog pops up at launch stating that license access is
denied (or not).
