This is correct; it's part of a larger effort towards saving energy where
possible.  It's still easily possible to disable this on a per-machine
basis; if, for instance, you want the Athena kiosk machines in 32 to
still display the idle screen, you can edit /etc/X11/xorg.conf (as root)
and change this line:

	Option	    "dpms"
to:
	Option	    "nodpms"

PS: speaking of those machines, I'm still trying to figure out why
control-L for idle user logout works elsewhere but not there.  I'm
through there pretty frequently but haven't seen any wedged machines
lately; perhaps I'll have more data points when term starts again.
