Owls does feel like the right place to start, though I fear that no
one there will really take ownership and make sure the right nothings
happen (myself included since I have a number of other things on my
plate).

I definately agree that Bill's wording was laying too much at the feet
of an economic downturn that we started hearing about years after we
decided to kill off the platform.  That said we did decide to kill it
off based on the financial implications.  Your suggested wording helps.
