This sounds to me like it could become very messy over time as people with
the new higher UIDs acquire root instances and eventually prdb entries
for some of them.  Is there a long-term plan to avoid having this problem
every N years?  (One possibility, I guess, would be to alternate blocks of
64k IDs for Unix UIDs and PTS root instance IDs.)
