I think only the calendaring functionality of Evolution is affected; as
far as I know, we have very few users of that functionality.

On the bright side, that link helps to indicate the mysterious mechanism
by which /etc/localtime is being updated; apparently the glibc rpm is
taking care of it, via the tzdata-update program.  How exactly this is
invoked, I'm not sure; glibc obscures its RPM scriptlets by including a
compiled program which is invoked by the postinstall step.
