It appears that in some (probably all) cases, updating the tzdata rpm,
does not touch /etc/localtime  Since it appears that in most (all?)
cases /etc/localtime started out as a hard link (not a symlink) to
/usr/share/zoneinfo/US/Eastern, it is still a copy of the old zoneinfo
file.  Given that a machine with an old /etc/localtime, but updated
tzdata rpm reports the correct thing via zdump, I'm not sure how much
of a concern this actually is.  That said, I really don't have time to
look into it, and someone else probably should (or should explain that we
don't care, if we don't).
