Hesiod and RHEL 4

As part of the 9.9 work, I experimented with using the native RHEL 4
Hesiod package. In so doing, I discovered that:
* We have not made an external Hesiod release since 1997.
* RHEL 4's package is based on that 1997 release.
* We have added two functions since then.
* We use those functions in our code.
* We have split out hesinfo into a separate tree since then.
I pushed out external hesiod 3.1.0 and hesinfo 3.1.0 releases to
athena-dist.mit.edu:pub/ATHENA/hesiod, and opened Fedora and Debian
bug reports to try to get them to update their packages to it.
In the meantime, we'll continue building athena/lib/hesiod, I think.
We could use the modified Red Hat package framework, but I don't think
it's really appropriate to do that to effectively change the version
of a library and add new symbols to it.
