We haven't gone to any special effort to affect which keyboard layouts
are part of our GNOME installation.

When I run gnome-keyboard-properties, I see a Japanese layout, though no
Chinese layouts under any names I recognize.  (I'm honestly not sure how
you make a keyboard layout for a kanji language.)  Can you confirm that
you do not see Japanese as a layout?  Also, what do you mean by "etc."?
