stuck mid update with rpmdb garbage

In case anyone cares, I came up with some statistics about the number
of machines that have had an update interrupted and are at risk of
removing important files if they ever try to take an update again,
because of duplicate entries in the rpmdb.

Threre are currently 6 PUBLIC=true machines that definateyl have
duplicate listings (2 belong to hotline, and I just requested
re-installs of those.)  There are currently 5 PUBLIC=false machines
also with known corruption.  As well as 6 PUBLIC=false machines that
are stuck in the middle of an update, for which I've not yet
determined if there is duplicate garbage in the rpmdb.
