1. GForge

We've been asked to start using GForge for work planning and.  There
are subprojects for the 9.3 release, the 9.4 release, and the
differences document, and there will be subprojects created for
disconnected operation work and Linux installer work.

It is important to justify work based on user requests.  This means
asking for formal bug reports to be submitted or submitting them
ourselves, rather than relying on anecdotal evidence.  While we are
still tracking bug reports in discuss, we can put diswww URLs in task
descriptions to justify tasks.

We will attempt to migrate away from discuss for tracking bug reports,
in the direction of having consultants and users submit them directly
into GForge.  But this gates on fixing the GForge authentication
infrastructure so that users don't need to register for accounts and
make up a special password.  We probably want to leave behind a legacy
gateway (maybe just a mailman queue) so that mail sent to bugs is
moderated and passed on into GForge if it's not spam.  And we probably
want a notification list for new bug reports for those of us
accustomed to finding out about things by email.
