It is essential that lockers that get pulled local be able to be read by
machines without authentication.  For the acro_v5.0.5 locker, we got
around the need to have system:anyuser rl on the acl by putting "mit rl"
on the acl instead.  Can you do that for the acro_v5.0.9 locker?
