SGI patch release 7.7F goes to field tonight

This went into testing in the dev cell last week. I'm planning to
release it in the Athena cell tonight. Once again, these changes will
not be picked up by workstations until they reboot. The changes were:
It cleans out /tmp and /usr/tmp via a cron job in pretty much
the same way it's done on the normal platforms.
It removes crash dumps and disables them for "public" workstations.
(On the SGI, this means that /etc/config/private is not set to
"on".)
Also on "public" workstations, /tmp is scrubbed anytime you
log out from an X login.
fsr is no longer run, as this is a bad thing to do over the
AFS partition, and I'm not worried about running it anywhere
else at this time. (I forgot to mention this one in the message
for testing.)
