The default info directory in emacs should have an elisp reference.

My apologies for the slow response.  I believe adding an elisp
reference (and additional documentation below that, I assume?) really
should be a task for the emacs developers.

It might also be a good project for a UROP or SIPB.  It might even be
a reasonable "inessential guide" for SIPB to put out.

I don't think the development group should spend time documenting
elisp in emacs at this point, though.  We will be devoting some time
to moving emacs19 to the packs in preparation for a summer change to
using emacs19 as the default.  If you would like to work on
documenting elisp for emacs19, you might want to talk to the emacsdev
people about making that a part of the locker to get testing.
