There's a new draft of the PWOG. I'd appreciate some feedback on it
since it has been a while since we've done a round of feedback on the
PWOG. I've incorporated the suggestions Bill sent to the list,
reorganized a bit and made a number of updates for clarity and release
changes since the last time it went around.
