Someone's asked for the (fairly useful) tipa package to be added to the
release version of tetex. (See suggest[2669].)
Ignoring for the moment that they don't seem to realize that they can
install it in their homedir, is this sort of thing appropriate to have in
the release?
If it was in a locker, I'd say "sure"; going live sooner rather than
later with a lockerized tetex is certainly an alternative.
