There seem to be two problems; the first is that the hesiod cluster
info the machine thinks it has is badly misformed:

setenv NDE.MIT.EDU 9.1.18 ;
This is responsible for the first several errors you're getting from
update_ws. The machine does not have any centrally managed cluster
information so I assume this is the result of an
/etc/athena/cluster.local file which you have created. You should
remove it and reboot the machine.
Your second problem is that your machine appears to be missing 76 RPMs
that would normally be present on an Athena 9.1.27 Linux machine,
resulting in the failed dependancies during the update you are seeing.
The list of missing RPMs is attached below; the easy way to make your
system update after fixing your first problem is to install these RPMs
and then confirm your list of installed packages corresponds to the
packages listed in:
/afs/athena.mit.edu/system/rhlinux/control/list-9.1.27.
