This is not a change in emacs 19; this is an installation problem.

I disagree. A lot of users used to come into the SIPB office confused
about Frame 3 vs. Frame 4, but I don't think I've heard more than one
complaint about emacs 19 being the default on the SGIs. Neither have
I heard very many complaints about emacs 19 being the default on Linux
and NetBSD machines, although that's a very different sample of users.
I just picked a random pair of letters ('g' and 'r') and did
ls /afs/athena/user/g/r/*/.emacs
It came back with three .emacs files, out of 83 users. (There were
also two users who have set their home directories non-listable.)
Most users don't customize emacs. Most users who do probably won't
have serious problems with emacs 19. Most users don't complain about
emacs 19 when they do use it.
And most users will have an easier time learning how to use emacs 19
because of the menus and scrollbars.
This isn't to say that we shouldn't write good documentation; I just
think you're being alarmist about this change.
