Generic cluster info causes Linux boxes not to update past 9.1.18

Hi,

I noticed some of hotline's machines still at 9.1.18, because they're in the
public-generic cluster, which has a syscontrol of control/control-current
(truncated at 9.1.18 because of the loopback umount bug).  Few machines are in
that cluster, but any that are fail to take security updates, and hotline may
not be running the current version.

It'd be nice if the next 9.1 patch release included the fix that'd let us
install at the current version.  Andrew points out that release-team has said
the only thing that'll ever depend on control-current is the installer, so I
have an alternate solution to propose:

I think replacing the syscontrol data for public-generic with entries tagged
by Athena version (e.g. "control/control-9.1 9.1") as in the public-linux
cluster will fix the problem.  public-generic already does this for syslib.
