A pop-up for Netscape 4.78

At Owls, I received the action item, "Get a pop-up message added to the
'netscape' command in infoagents that:

	Says we hit show-stopper config issues with Netscape 6 and 
		aren't supporting it.
	Says we may visit Netscape 7 in the future.
	Says Mozilla is what we recommand people use.
	Asks if they what this message to quit popping up when they run 
		'netscape'.

So this pop-up is analagous to what we do when people press the Mail
button.

I guess this is more tbelton work in infoagents, but ghudson is probably
most familiar with how the evolution pop-up was done.  Let's get this
task on deck as part of the Mozilla discussion at Release Team.
