When we go to early, there are packs in the athena cell; don't we want the
general early populace to use those rather than dev cell packs? I guess that'll
autocorrect itself on reboot, but if anyone passes that info along and someone
later in the year uses this method to update a machine, the dev and athena
packs might be in different states.
