The root password change does in fact require a letter bump.

Basically, the public machines only copy in the new password file in
from the srvd at boot time, not at reactivate time. If we wanted to
cause the password file to update, we need to force a reboot, which
costs a letter or a power failure. Either could be arranged, but I
think we should just update it along with everything else. :)

(At reactivate time, passwd.local (from the local disk) is copied over
passwd, and that is all.)

tellme root could, if we wanted to, give the correct root password
regardless of whether it was mrroot or the new one.
