1. Remote security holes and 8.4/8.3 machines

Unfortunately, it's a lot of work to put out 8.4 patches once the 9.1
release cycle has begun, so we don't want to do that.  Jonathon will
work on finding a contact list for the 20 or so machines affected by
the talkd vulnerability.

2. 3com plan

Confirmed: we will run vortex-diag -w whenever we detect that someone
used the old install floppy.

3. setup-swap-boot

setup-swap-boot will live, under RCS, next to the miniroot.  When miki
makes changes she will send mail to source-reviewers with the diffs.

A tangentially related problem: we have some server-class machines for
which there are no spares which can be rebooted.  It is difficult to
keep the install or update miniroots working on these types of
machines.  We didn't come up with a definitive solution for this
problem.

4. Status report

We did our monthly status report; it will be mailed out in a week or
so.

5. Restricted packages

We will move the synctree binary package into free, since that
shouldn't be an issue.  Source will stay under restricted.  (No GPL'd
source involved, so there's no problem here.)

We will replace Transcript by installing third/transcript into a
locker, installing gnu enscript in the release, and making
attach-and-run scripts for the rest of the PS utilities.

This will get us down to zero restricted packages for the 9.1 release.
